1.
Create toned gradients by using the Gradient Tool.
2. You can adjust the darkness lightness on any tone you
use, and invert them.
3. Use a dotted/screen patterns to create toned images
when using the stamp brushes.
4. Use a white forground color when using any of the brushes
to create effects in dark scenes.
5. You can use some of the line patterns to create speed lines.
6. Take advantage of layers and the multiply layer blending
mode to create more depth into your work.

Brush and Pattern files are not opened in the same manner as images
in PS. To use the brushes and pattern files, you must open them
through their respective tool palettes. Look through the help
section in your photoshop software or see these links:

do not redistribute without permission. (This took me
a loooong while to compile a whole collection of
these tones and brushes from other various sites, catalogs,
and scanned printed material, and other sources.) The
files, being tools to your own creative objects, are royalty
free, so you're welcomed to publish your work, although
these files are designed for webcomics because of its
low DPI.
